The Elements of Hegel's Philosophy of Right is an excellent text that anyone who is new to the realm of Hegel's thought should grapple with. This work is one of the classic works of Western political theory and among Hegel's works, it is more understandable than many other works, but it also represents the maturity of his philosophical system in the most rational and clear way of expressing the matter.
