The first book of constitutional rights in Iran, which has been written in the first period of national parliament and a year after constitutional order and explicate the essential rights of constitutional state and parliament's duties and the role of people in political system. Furughi's thesis contains an introduction in presenting the science of constitutional rights and two origin chapters about state authorities and people rights; the difference between constitutional rights and other rights and discussion on the other forms of states and the method of organizing a modern constitutional state and the role of of parliament in getting the rights of people and the place of right in systemizing society are told in this book.

اولين كتاب حقوق اساسي در ايران در دوران اولين مجلس شوراي ملي و يك سال بعد از صدور فرمان مشروطيت نگاشته شده و اصول حقوقي دولت مشروطه و وظايف پارلمان و نقش ملت را در نظام سياسي تازه تبيين نموده است، رساله ي فروغي از يك مقدمه در معرفي علم حقوق اساسي و دو باب اصلي راجع به اختيارات دولت و حقوق ملت تشكيل شده است؛ تفاوت قانون اساسي با ديگر قوانين موضوعه و بحث از اشكال حكومت و نحوه ي تشكيل دولت مدرن مشروطه و نقش پارلمان در احقاق حقوق شهروندان و جايگاه قانون در انتظام جامعه، از مسائلي هستند كه در رساله ي "حقوق اساسي" فروغي از آنها سخن گفته است.
