در سال 1918 میلادی، جمهوری ترکستان هیئتی سیاسی، تجاری را به ریاست آدریانوویچ بابوشکین رهسپار ایران کرد. در یادداشت‌های رسمی دولت شوروی که برای بریتانیای کبیر ارسال شده اسامی رئیس و اعضای این هیئت اعزامی آمده ولی تاریخ و سرگذشت این هیئت تاکنون مورد بررسی جدی قرار نگرفته و ناشناخته مانده است. کتاب حاضر به بررسی اولین هیئت سیاسی و دیپلماتیک روسیه اختصاص دارد که در گیرودار جنگ‌های میهنی از ترکستان شوروی به ایران اعزام شد.
