This work contains valuable information on important historical, political, sociological, artistic, cultural, social, economic, and administrative issues of the provinces of Van and Hakkari that cannot be found in other sources, which doubles the value of this book. The author of this book was the first secretary of the Iranian Ministry of Foreign Affairs and one of the important and prominent figures of the Qajar period who excelled in diplomacy and diplomatic affairs and in the field of politics. He was responsible for the establishment of Iran in Van, Hakkari, and Badillis for four years and three months between 1262 and 1266 AH.

این اثر دارای اطلاعات ذی قیمتی از مسائل مهم تاریخی، سیاسی، جامعه شناختی، هنری، فرهنگی، اجتماعی، اقتصادی، اداری ولایت وان و هکاری می باشد که در منابع دیگر یافت نمی شود و همین مسأله ارزش این کتاب را دو چندان می کند. نویسنده ی این کتاب منشی اول وزارت امورخارجه ایران و یکی از چهره های مهم و سرشناس دوره ی قاجاریه بود که در دیپلماسی و امور مربوط به مسائل دیپلماتیکی و در عرصه ی سیاست سرآمد بود. او مدت چهارسال و سه ماه بین سال های 1262 تا 1266 شمسی مسئول کارگذاری ایران در وان و هکاری و بدلیس بود.
