In writer's opinion Democracy is not a way of thought and culture or an insight, it's a real sociology. The Democratic organizations are those that could ascertain the Democracy in society and develop it in historical process. But inhabitants' coarseness and superstitious in a society like Iran, which has fragile Democratic organizations have many problem to achieve the Democracy. Not taking seriously the Democratic organizations and just paying attention to modern world's ideas, itself is a important difficult in establishing and developing Democracy in Iran.

از نظر نويسنده دموكراسي فقط يك بينش يا شيوه اي فكري و فرهنگي نيست. دموكراسي بيش از هر چيز واقعيتي جامعه شناختي ست. آنچه دموكراسي را در جامعه محقق مي سازد و در فرايندي تاريخي آنرا توسعه مي دهد، نهادهاي دموكراتيك هستند. اما نگرشها و باورهاي فولكلوريك و خرافي و خشونت آميز شهروندان جامعه اي مانند ايران كه نهادهاي دموكراتيك شكننده و ضعيفي دارد، مشكلات بسياري براي تحقق دموكراسي به وجود مي آورد و تاثير مخرب بر زندگي عمومي جامعه مي گذارد. جدي نگرفتن نهادهاي دموكراتيك و توجه صرف به ايده هاي دنياي مدرن، خود دشواري بسيار مهمي در جهت استقرار و توسعه دموكراسي در ايران است.
