General Goldsmeed was one of the first managers of the British telegraph lines in Iran and the main actor in the border division plan of Baluchistan and Sistan during the era of Naser al-Din Shah between 1870 and 1872 AD. It coincides with one of the worst famines in the history of Iran. His travelogue, which starts from Bandar Abbas and ends in Mashhad, includes a report of more than an ordinary trip. In this trip, Goldasmid divided Sistan into two parts, main and secondary (outer) Sistan. He handed over the main Sistan to Iran and the outer Sistan to Afghanistan.

ژنرال گلداسمید از جمله نخستین مدیران خطوط تلگرافی بریتانیا در ایران و بازیگر اصلی طرح تقسیمات مرزی بلوچستان و سیستان در دوران ناصرالدین‌شاه بین سال‌های 1870 تا 1872 م. مصادف با یکی از بدترین قحطی‌های تاریخ ایران است. سفرنامه‌ی وی که از بندرعباس شروع و به مشهد ختم می‌گردد، دربرگیرنده‌ی گزارشی بیش از یک سفر عادی است. گلداسمید در این سفر سیستان را به دوقسمت، سیستان اصلی و فرعی(بیرونی) تقسیم کرد. سیستان اصلی را به ایران و سیستان بیرونی را به افغانستان واگذار کرد.
