Since the evolutionary process of civil laws and legal attitudes of tribes and nations has a very direct relationship with the historical mythological course and their social progress, it is necessary, before entering into the discussion, to briefly mention the history of the legal system and legislation in the past and to prove the roots of the importance and existence of law in the inner layers of Iranian culture and civilization.

از آنجا که روند تکاملی قوانین مدنی و نگرش های حقوقی اقوام و ملت ها با سیر اساطیری تاریخی و پیشرفت های اجتماعی آنان رابطه بسیار مستقیمی دارد از این رو لازم است پیش از ورود به بحث اشاره مختصری پیرامون سابقه نظام حقوقی و قانونگذاری در گذشته داشته و ریشه های اهمیت و وجود قانون را در لایه های درونی فرهنگ و تمدن ایرانی به اثبات رسانیم.
