The financial and economic evaluation of projects is very important, especially in the conditions of limited human and financial resources and the necessity of allocating them to broad and unlimited demands, especially in developing countries like Iran. In such countries, the evaluation of plans can give decision-makers the possibility to allocate resources in line with the goals and economic benefits to plans with maximum profitability or minimum cost. In general, the evaluation of the plan is done at two private and social levels.

ارزیابی مالی و اقتصادی پروژه‎ ها به‌ویژه در شرایط محدودیت منابع انسانی و مالی بالفعل و ضرورت تخصیص آن‌ها به خواسته‌های گسترده و نامحدود خصوصا در کشورهای در حال توسعه‌ای مانند ایران از اهمیت به‌سزایی برخوردار است. در این قبیل کشورها، ارزیابی طرح‎ها می‎تواند به تصمیم‌گیرندگان این امکان را بدهد که منابع را در راستای اهداف و مطلوبیت‌های اقتصادی به طرح‎هایی با حداکثر سودآوری یا حداقل هزینه تخصیص دهند. به‌طور کلی، ارزیابی طرح در دو سطح خصوصی و اجتماعی انجام می‌گیرد.
