In the first chapter the writer gives a detailed description of the structure of two main political and social powers of Iran in Qajar that are political power of religion and spirituals and dynasty and its agents. The other chapter is "from intellectualism bureau" is about the destiny of constitutional intellectuals and "liberty" in Iran and has a fundamental relation with the first chapter. This book in two chapters and nineteen sections is one of the best historical researches on historical pathology of constitutional thought and results.

در نخستين فصل اين كتاب ساختار دو قدرت مسلط سياسي و اجتماعي جامعه ايران، در دوره ي قاجار يعني ساختار قدرت سياسي دين و روحانيون و سلطنت و عوامل آن به صورت مفصل بررسي شده است. فصل ديگر آن كه (از دفتر روشنفكري) نام گرفته است به سرنوشت پر تناقض روشنفكران مشروطه خواه و به سرنوشت (آزادي ) در ايران مي پردازد و با فصل نخست ارتباط بنيادي دارد. اين كتاب در دو فصل و نوزده بخش يكي از بهترين پژوهش هاي تاريخي است كه در آسيب شناسي تاريخ انديشه و پيامدهاي مشروطه نوشته شده و از منظر روش شناختي از بهترين هاست.
