Comparing the role of the elite in Iran and Japan shows that although Japan was successful in reconstruction, but such reconstruction has a lot of differences with its western model. In fact the Japanese elite directed the reconstruction by virtue of traditions and the existent realities in their society. Although in Iran many reasons such as disintegration and unity of the elite, influence and the power of the traditionalist elite, and negligence of the modernist elite regarding attention to particular social-economic realities, prevented it from becoming a developed country.
