According to the International Migration Report, in 2000, there were more than 177 million immigrants worldwide, and the population of immigrants in 2020 has reached more than 288 million people. When there is hope for the immigrants to return, migration means the movement of elites and it is considered an opportunity for the immigrant-first country, but when there is no hope for them to return, the migration of the elites is considered to be a threat. The statistics of the International Monetary Fund in 2009 show that in the field of elite immigration, Iran ranks first among the developing countries of the world. In this report, the low level of income of professors and elites, financial and administrative inadequacies, lack of specialized-scientific facilities, and political and social instability in Iran are among the reasons for the migration of Iranians, and they are considered the most important reasons for Iran's ranking in the first rank of immigration in the world. . In this book, an attempt has been made to identify and prioritize the factors and causes leading to the departure of scientific, sports, artistic, economic, technological and medical elites from the country, and to provide policies and solutions to prevent the phenomenon of elite migration.
