The book has three main parts. The first part deals with Iran in the first quarter of the 20th century - its turbulent and unequal relations with Russia and England and has four chapters. The second part deals with Iran's request from the League of Nations to evacuate Gilan from the Soviet forces, and the third part raises the issue of resorting to direct negotiations to end the dispute caused by the military occupation of Gilan.
