After several centuries of ups and downs relations, Iran and Ottomans attended the Arzeneh al-Rum conference with the mediation of Russia and England to resolve their long-standing differences. (1259 AH) and after four years of negotiations, they signed the second treaty of Arzeneh al-Rum (1363 AH). Each of the representatives of the four governments has sent the documents and minutes of the negotiations to their respective governments. The present book is a Persian translation of the Ottoman representative's account of these four-year negotiations, which can be useful in better understanding the history of Iran's political relations and diplomacy during the Qajar period.

ایران و عثمانی پس از چند سده روابط پر فراز و نشیب، با وساطت روس و انگلیس برای حل اختلافات دیرین در کنفرانس ارزنه‌الروم حضور یافتند. (۱۲۵۹ق) و پس از چهار سال مذاکره، عهدنامه دوم ارزنه‌الروم را به امضا رساندند (۱۳۶۳ق). هر یک از نمایندگان چهار دولت، اسناد و صورت مجالس مذاکرات را برای دولتهای خود ارسال کرده است. کتاب حاضر، ترجمه فارسی روایت نماینده عثمانی از این مذاکرات چهار ساله است که می تواند در شناخت بهتر تاریخ روابط سیاسی و دیپلماسی ایران دوره قاجار مفید باشد.
