Relying on documents including various administrative correspondences and popular petitions, the book seeks to historiograph a key but hitherto unexplored segment of contemporary Iranian history: the migration of the poor from Azerbaijan to Tehran in the late 1940s. This migration was one of the first moments in contemporary Iranian history that forced the bureaucrats in the capital to design and implement various economic and social policies to address the poor in the provinces, albeit at a very low level.

کتاب، با اتکا بر اسنادی مشتمل بر انواع مکاتبه‌های اداری و عرایض مردمی، درصدد تاریخ‌نگاری قطعه‌ای کلیدی اما تاکنون ناکاویده از تاریخ معاصر ایران است: کوچ مستمندان آذربایجان به تهران در اواخر دهۀ 1320 خورشیدی. این کوچ از نخستین لحظه‌هایی در تاریخ معاصر ایران بوده است که دیوان‌سالاران پایتخت‌نشین را به طراحی و اجرای انواع سیاست‌های اقتصادی و اجتماعی برای رسیدگی به مستمندان شهرستان‌ها واداشت، ولو در سطحی بس نازل.
