The constitution of constitutional government with all of its lacks and problems was the first essential step to give a new concept of political structure in Iran. From that time to now in one side the traditional cultural view and the modern political view from the other side are focused on the concept of internal division and central formation. Looking to the evolution of administrative division in past years show the struggle between traditional and modern bases and their needs.

قانون اساسي مشروطيت با تمام كاستي و مشكلاتش اولين گام اساسي در ارائه ي تعريفي نوين از ساخت سياسي در ايران محسوب مي گردد. از آن زمان به اين سو همواره نگرش فرهنگي سنتي از يكسو و نگرش سياسي مدرن از سوي ديگر، در صدد تاثير گذاري بر نحوه تعريف تقسيمات داخلي و شكل دهي مناسبات مركز - پيرامون بوده اند. نگاهي به روند تقسيمات كشوري در طول سالهاي گذشته به خوبي از كناكنش دو مبناي سنتي و مدرن و الزامات تعريف معادله اي متوازن و كارآمد از مجموع آنها حكايت دارد.
