University and science institution is one of the main institutions whose output can lead to the development of society reform and fight against corruption. Therefore, one of the main and fundamental functions of this institution is to provide a model of healthy and constructive interaction between the members of society, to educate the future makers of the country based on moral and health teachings, and to sensitize them to the phenomenon of corruption and fight against corruption, but when universities face corruption have been infected and corruption is spreading in them, it will be very irresponsible not to speak about this. In the last decade or two, due to the reasons I have discussed in the fifth chapter, the trend of corruption in universities has increased. Especially in the last years of the 1980s and the beginning of the 1990s, corruption in higher education, like other institutions, increased. Also, since one of my basic concerns has been the health of the institution of science and the placement of the university in its real position and the effort to move in the direction of science production, I have tried to propose and analyze the problem of the framework and method for the study of corruption in this book. In providing higher education, this book is presented to the readers in five chapters.
