The findings of this work show that the Shiite scholars have not been able to reconstruct their intellectual system and social force by the social issues of the day in such a way that they can play a special role in areas such as poverty and unemployment, addiction, and prostitution. In the economic emergency caused by the combination of neoliberal policies with economic sanctions and government inefficiencies in Iran, scholars have no coherent speech or organization to face this situation. For this reason, in the past few decades, they have kept away from the social and economic issues of the people and have lost part of their legitimacy. ... the study of the charity activities of the Shia taqlid authorities in the last century shows that these activities have undergone an important transformation since the beginning of the seventies, with the discovery of an identitarian orientation... The institution of religion is now in a position where it has to decide between two opposite types of solidarity: identification or socialization. However, the problem statement is still not on the table of Shia authorities, nor the table of intellectuals and academics; This is where perhaps such works can play a role: in building social solidarity.
