The story is set in an unnamed penal colony. Internal clues and the setting on an island suggest Octave Mirbeau's The Torture Garden as an influence. As in some of Kafka's other writings, the narrator in this story seems detached from, or perhaps numbed by, events that one would normally expect to be registered with horror. In the Penal Colony describes the last use of an elaborate torture and execution device that carves the sentence of the condemned prisoner on his skin in a script before letting him die, all in the course of twelve hours. As the plot unfolds, the reader learns more and more about the machine, including its origin, and original justification.

جزیره‌ای بی‌نام با فضایی نظامی را تصور کنید که در آن ماشین اعدامی وجود دارد و قرار است محکومین این جزیره را به طرز دردناکی اعدام کنند. این روایت، هسته اصلی کتاب «گروه محکومین» به حساب می‌آید که «فرانتس کافکا» آن را به نگارش درآورده است. فرانتس کافکا داستان کوتاه «گروه محکومین» را در سال 1914 در آلمان نوشت و چهارسال بعد آن را بازنویسی کرد و سر انجام سال 1919 آن را به ناشر سپرد. گروه محکومین از محدود آثار کافکاست که در زمان حیاتش منتشر شده است. کافکا در داستان درخشان خود، سرنوشت انسان‌هایی را روایت می‌کند که بدون آنکه دلیل مجازات خود را بدانند، به مرگ محکوم می‌شوند و حتی زمان اجرای آن را هم نمی‌دانند. فرانتس کافکا در داستان «گروه محکومین» به شکل نمادین تلاش کرده است دیدگاهش را درباره‌ی انسان، زندگی و مرگ به تصویر بکشد.
