In this book, the course of turbulent relations between Iran and Russia since eighty years ago and the resulting political and social transformations in the two countries, during this period, a brief review, and the provisions of the treaty, with attention and detail that befits the sensitivity and importance of the relations between the two countries, in the past and also With a view to its future perspective, it has been released. The book has three main parts. The first part deals with Iran in the first quarter of the 20th century - its turbulent and unequal relations with Russia and England and has four chapters. The second part deals with Iran's request from the League of Nations to evacuate Gilan from the Soviet forces, and the third part raises the issue of resorting to direct negotiations to end the dispute caused by the military occupation of Gilan.

در کتاب حاضر، سیر روابط متلاطم ایران و روسیه از هشتاد سال پیش و دگرگونی‌های سیاسی و اجتماعی حاصل در دو کشور، در این مدت به‌اختصار مرور و مفاد عهدنامه، با توجه و تفصیلی که درخور حساسیت و اهمیت روابط دو کشور، در گذشته و نیز با نگاه به چشم‌انداز آینده‌ی آن باشد، عرضه شده است. کتاب دارای سه بخش اصلی است. بخش اول با موضوع ایران در ربع اول قرن بیستم - روابط متلاطم و نابرابر آن با روسیه و انگلستان ارائه شده و دارای چهار فصل است. بخش دوم به استمداد ایران از جامعه‌ی ملل برای تخلیه‌ی گیلان از نیروهای شوروی می پردازد و بخش سوم موضوع توسل به مذاکرات مستقیم برای پایان‌دادن به اختلاف ناشی از اشغال نظامی گیلان را مطرح کرده است.
