What is especially put under the microscope in the examination of the relationship between "religion and power" and "a new reading of sovereignty" is the attention to this concept in the religious background of Islam and Muslims. To achieve this goal, "Mohammed Shahrour" has followed the stages of transformation and development of the concept of sovereignty from the era of political Islam which was the era of Khawarij to today and by showing the influence of the ideological reading of the concept of sovereignty, the views of radical Islamists such as "Syed Qutb" " and "Abula Ali Maududi" is analyzed. Believing that contractual governments are opposed to divine sovereignty and that legislation is only a divine right, these people allow the killing of Western citizens and the excommunication of their governments, and the Muslims who follow the laws established by their governments.
