مخاطرات عصر مدرن، برخلاف مخاطرات پیشین که ناشی از نیروهای غیربشری بودند، ساخته انسان و فرآورده کنش او هستند. به عبارتی تفاوت میان مخاطرات طبیعی یا خارجی و مخاطرات بشر ساخته، سطح دخالت عاملیت انسانی در تولید تا تخفیف آنهاست. این عاملیت باعث کاهش اعتماد به صنعت، دولت و کارشناسان شده و با افزایش نقدهای وارد بر فعالیت‌های صنعتی، عصر جدید را وارد دوره مدرنیزاسیون کرده است. راه‌حل نویسنده در این کتاب برای مخاطراتی از قبیل بی‌مسئولیتی سازمان‌یافته، روابط تعریف ناشی از مخاطره و انفجاری بودن مخاطرات به لحاظ اجتماعی تاکید و توجه به دموکراسی، آزادی، فرصت‌های ناشی از مخاطره، جنبش‌های جهان وطن، شهروندی جهان وطنی و مهم‌تر از همه تفکر انتقادی نقد جامعه‌ای و محدود نشدن به تفکر صرف کارشناسان فن‌سالار است.
