Although during the First World War and for a few years after that, large parts of Iran became the arena of confrontation between foreign militaries and local riots arising from these interventions, in the meantime, what happened in Urmia, in terms of the severity of the sufferings and the continuity of the disasters It cannot be compared with any of the similar developments that took place in other parts of the country during that period. The daily notes of Rehmatullah Khan Motamed al-Ozwarah, sponsor of Urmia brokerage, who was an eyewitness to these events, are proof of this.

گر چه در طول جنگ اول جهانی و تا چند سالی بعد از آن، بخش های وسیعی از ایران عرصۀ رویارویی نظامیان بیگانه و آشوب های محلی برآمده از این مداخلات گردید، ولی در این میان آنچه در ارومیه گذشت، از لحاظ شدت مصائب و استمرار بلایا، با هیچ یک از تحوّلات مشابهی که در آن دوره در دیگر نقاط کشور جریان داشت قابل قیاس نیست. یادداشت های روزانۀ رحمت الله خان معتمدالوزواره، کفیل کارگزاری ارومیه که شاهد عینی این رخدادها بود خود گواهی است بر این امر.
