In developing countries, cultural activity should be directed toward preservation and development of national culture and also providing possibilities to achieve a more universal culture and ofcourse with certain aim of establishing dynamic equilibrium between specific and universal culture

همه دگرگوني هاي اجتماعي و در نتيجه حيات فرهنگي جامعه، زايده دو علت اساسي است كه در قبال آن واكنشي فرهنگي بايد، توليد ومصرف انبوه از يك سو، و سرعت تغيير از سوي ديگر... در كشورهاي در حال توسعه، فعاليت فرهنگي در عين حال بايد متوجه حفظ و توسعه فرهنگ ملي و نيز فراهم آوردن امكانات دست يابي به فرهنگ جهاني تر و البته با هدف معين برقراري تعادل پويا ميان فرهنگ هاي خاص و فرهنگ جهاني باشد
